Our Story
Established in 2013 as an initiative of the AFRIEL Youth Network, Volunteer Initiatives for Election Watch (VIEW) has continuously supported election monitoring bodies and contributed to strengthening democratic practices across Sri Lanka through citizen-led observation and civic engagement. In 2019, VIEW and AFRIEL undertook a series of transformative initiatives aimed at reshaping Sri Lanka’s political culture and deepening public participation in democratic processes. A landmark achievement during this period was the co-hosting of the “Public Platform” with the March 12 Movement, which featured Sri Lanka’s first-ever Presidential Debate. This historic event enabled direct engagement between voters and political leaders, promoted issue-based discourse, and encouraged informed decision-making among citizens. During the 2019 Presidential Election and the 2020 Parliamentary Election, VIEW played a significant role in social media monitoring, citizen reporting, and mobile election observation. These efforts generated widespread public engagement, and the organization successfully managed and referred thousands of election-related complaints and reports, particularly concerning violations of election laws and ethical standards. Since then, VIEW has continued to expand its nationwide citizen reporting mechanisms, leveraging digital tools and community networks to monitor electoral processes, promote transparency, and respond to emerging democratic challenges. Through ongoing election observation, youth engagement, capacity-building programs, and issue-based monitoring, VIEW remains committed to upholding electoral integrity, strengthening accountability, and fostering inclusive and participatory democracy in Sri Lanka.

Ravindra De Silva
Co-Founder
Ravindra has nearly 25 years of experience working with communities across Sri Lanka, particularly with youth and civil society groups, supporting peacebuilding, democratic participation, and election-related initiatives. His work has consistently focused on ensuring that ordinary citizens are informed, engaged, and able to participate meaningfully in public decision-making processes.
En-Tzu first came to Sri Lanka in 2011 to participate in programs supported by The Asia Foundation and has remained closely connected to the country through long-term voluntary engagement. In Taiwan, she was a member of Citizen 1985, a civil movement that helped mobilize nearly a quarter-million people in peaceful public action calling for accountability and reform of military justice. Her experience in civic mobilization and election observation has shaped her continued involvement in democracy-related work related to Sri Lanka.
In 2013, Ravindra and En-Tzu introduced the concept of citizen reporting as a form of citizen-led election observation, grounded in the belief that election oversight should not be limited to a small group of accredited or paid observers. This approach recognizes ordinary citizens as legitimate observers of the electoral process, enabling them to document and share election-related incidents based on their lived experience as voters and community members. The concept was later implemented through the establishment of Volunteer Initiatives for Election Watch (VIEW), broadening election observation through inclusive, citizen-based participation.
As part of this initiative, Ms. Chang developed VIEW’s real-time election monitoring dashboard, a public-facing data platform that aggregates citizen observations and presents them through precise mapping, interactive visualizations, and trend analysis. The dashboard supports transparency by allowing citizens, institutions, and stakeholders to better understand electoral dynamics and respond to emerging concerns during election periods.
Together, they also co-founded the Association for Friendship and Love (AFRIEL). In 2019, AFRIEL co-hosted Sri Lanka’s first presidential debate, in partnership with the March 12 Movement, helping voters access information and engage more meaningfully in the electoral process.

Ms. Nikini Mapitigama (AAL)
Chairperson
Nikini Mapitigama, an esteemed Attorney at Law and the newly appointed Chairperson of Volunteer Initiatives for Election Watch (VIEW), brings a wealth of legal expertise and leadership experience to the organization. Currently a Founding Partner at Neethika Partners Law Firm, she has built a distinguished career specializing in criminal and commercial law, where she provides strategic counsel and manages complex legal cases. Beyond her practice, Nikini is a recognized leader within the Bar Association of Sri Lanka (BASL), having served as a member of its Executive Committee and as the Chairperson for the Junior Law Conference.
Mr. S. Vijitharan
Director/ Treasurer
S. Vijitharan is a seasoned civil society practitioner and a founding member of the AFRIEL Youth Network, currently contributing to the mission of Volunteer Initiatives for Election Watch (VIEW). With extensive experience as an election observer for CMEV and Transparency International, he also holds high-level leadership roles, including National Vice President of the National Youth Federation of Sri Lanka and former District President of the Jaffna District Youth Federation. A dedicated advocate for democratic values and human rights, Vijitharan is particularly recognized for his impactful work on land rights and political participation in Northern Sri Lanka, bridging grassroots activism with national-level governance initiatives.
Mr. Kasun Abeynayake
Director
Kasun Abeynayaka serves as a Board Member at Volunteer Initiatives for Election Watch (VIEW), bringing over 20 years of multifaceted experience in strategic leadership, international relations, and program management. A seasoned professional with deep expertise in governance and policy coordination, he has held high-level positions such as Director of the 18th Conference of the Parties (COP) to CITES-a role approved by the Cabinet Ministers of Sri Lanka-and served as an Educational Specialist for the FIFA World Cup Qatar 2022. His extensive background in organizing high-profile international events, including the Commonwealth Heads of Government Meeting (CHOGM), underscores his proficiency in managing complex stakeholder relationships with governments and strategic partners.
Prasad Perera is an accomplished Business Growth Strategist, Digital Media Expert, and Lead Trainer with over 15 years of leadership experience across the corporate, diplomatic, and non-profit sectors. Currently a Board Member at Volunteer Initiatives for Election Watch (VIEW), he provides strategic oversight and leverages his extensive background in digital transformation and organizational growth to steer the organization’s mission.Prasad’s career is marked by high-level diplomatic and strategic roles, including eight years as a New Media Officer at the U.S. Embassy in Colombo, where he managed public diplomacy grants and executed large-scale digital PR campaigns across Sri Lanka and the Maldives. His technical expertise is grounded in an M.Sc. in Telecom Technology with specific research into Electronic Voting Systems, making him a vital asset to VIEW’s work in election monitoring and digital security. He is a recognized authority in digital diplomacy, currently serving as a Visiting Lecturer at the Bandaranaike International Diplomatic Training Institute (BIDTI).
Mr. Prasad Perera
Director
Vimukthi Dushantha serves as the Executive Director of Volunteer Initiatives for Election Watch (VIEW), providing strategic leadership and vision to the organization since July 2025. A seasoned Sri Lankan journalist, communications strategist, and advocate for reconciliation through media engagement, he also holds the position of Assistant Secretary of the Sri Lanka-India Media Friendship Association (SLIMFA), a role that recognizes his contributions in fostering cross-border media collaboration and dialogue.
His extensive institutional background includes serving as the Director of Communications and Public Relations for the Jathika JanaSabha Secretariat at the President’s Office of Sri Lanka, where he managed high-level outreach and media relations. He also served as a communications consultant for the Secretariat for Coordinating Reconciliation Mechanisms (SCRM) under the Prime Minister’s Office, directly supporting reconciliation infrastructure via strategic messaging and stakeholder engagement.

VIEW provides comprehensive training to all our volunteers, ensuring they are well-prepared to monitor elections effectively. This includes understanding electoral laws, recognizing potential violations, and reporting findings accurately. Our training programs are developed with the direct involvement of our Advisory Committee, which includes election experts, intellectuals in political science, and civil society activists. The core themes focus on the importance of democratic values, the right to vote, citizen responsibilities, election laws, and accurate reporting.

We take several measures to ensure strict non-partisanship and impartiality:
Clear Organizational Mandate: VIEW’s constitution explicitly mandates neutrality and impartiality in all election-related activities. These principles guide our operations and are reinforced through our policies and procedures.
Strict Non-Affiliation Policy: VIEW’s staff, partners, members, Board of Directors, and Advisors are strictly prohibited from having any political affiliations, accepting any benefits, or engaging in activities that promote or demote individual political parties. VIEW carefully selects its partners to ensure they share our commitment to non-partisanship, avoiding any that have clear political affiliations.
Equitable Engagement: VIEW requires that all partners provide equal opportunities and space for all registered political parties in any dialogues, training sessions, or related activities.
Training on Ethical Standards: All VIEW staff and volunteers undergo comprehensive training on non-partisanship, conflict of interest, and ethical standards. This training instills a deep understanding of the importance of neutrality to ensure that all activities are conducted without bias.
Transparent Monitoring and Reporting: VIEW’s election monitoring and reporting protocols are based on factual observations and are free from any partisan language. All reports undergo rigorous review to ensure they maintain a neutral tone.
Public Communication and Accountability: All public communications are carefully reviewed to ensure they do not favor or oppose any political party or candidate. VIEW also encourages feedback from stakeholders to promptly address any concerns regarding potential bias.
